Colorado sees record-high enrollment in health insurance for 2025

Colorado saw a record number of individuals enrolling in health insurance for 2025 through its marketplace.

Connect for Health Colorado reported that over 256,000 individuals enrolled in coverage that starts on Jan. 1 — a 21% increase from the same period last year and nearly 19,000 more than enrolled for coverage for the entire 2024 plan year.
This increase was also seen in Colorado’s Western Slope counties where the rate of uninsured individuals has historically been the highest in the state according to annual Colorado Health Access Surveys. As of Dec. 18, 2025, open enrollment for individuals in Eagle, Garfield, Pitkin, Routt and Summit counties had already surpassed enrollment for the entire period in 2024. In Grand County, the number enrolled was around 50 people shy of last year’s number.
While open enrollment has closed for coverage that starts Jan. 1, individuals and small employers looking to purchase health insurance have until Jan. 15 to receive coverage by Feb. 15.

“It’s not too late,” said Kevin Patterson, chief executive officer of Connect for Health Colorado, in a news release. “If you don’t have access to affordable health insurance through your job, Health First Colorado (Colorado’s Medicaid program), or Medicare, enroll now for coverage to begin Feb. 1. Financial assistance is still available, and we have several free resources to help people navigate enrollment.”
Six health insurance providers — Anthem, Cigna, Denver Health, Kaiser Permanente, Rocky Mountain Health Plans and Select Health — are offering individual and small-employer health insurance plans through Connect for Health Colorado in 2025. Several providers also offer dental and vision plans.
On average, rates for individuals are increasing by 5.6% in 2025 with an average increase of around 7% for small employers, or those with 99 or fewer employees. The premium increases vary by county, with some of the mountain communities seeing increases greater or less than the state average.
In 2025, the individual premium increases are expected to increase by an average of 4.5% in Summit County, 3.4% in Eagle County, 2.5% in Routt County, 7% in Grand County, 7.4% in Garfield County, and 7.4% in Pitkin County. For small employers, the average increase will be 8.7% in Summit, 9.2% in Eagle, 7.9% in Grand, 8.1% in Garfield, 10.2% in Routt and 7.1% in Pitkin.
The state, however, estimates that nearly 81% of Coloradans qualify for federal tax credits and other financial support. Connect for Health Colorado reports that three out of five who enroll will find a plan for less than $10 a month.

On Friday, Colorado’s Division of Insurance warned individuals to be careful when shopping for health insurance.
“We’re sharing these tips, so people don’t get stuck with thousands of dollars in medical bills when it turns out the plan they purchased wasn’t what they thought it was,” stated Michael Conway, the Colorado insurance commissioner, in a news release.
The division warns that some plans and health insurance products might limit coverage and not meet the requirements of the Affordable Care Act, providing a list of red flags and questions to ask. Some of the red flags include aggressive and high-pressure sales tactics, being told coverage is “just as good as the Affordable Care Act,” the plan paying a set amount rather than patients paying for care and more.
The advisory also offers a list of questions to ensure consumers get the care and coverage that they need including checking prescription coverage, determining how much the plan pays, determining in- and out-of-network providers and more.
