The Arkansas Legislative Council on Friday approved a proposed Arkansas Department of Insurance rule that department officials said is aimed at enforcing an existing state law that requires health benefit plans and pharmacy benefit managers to reimburse pharmacists at fair and reasonable rates.
The rule will go into effect Jan. 1.
The Legislative Council on Friday voted to defeat a motion by Sen. Jim Dotson, R-Bentonville, that would have cleared the way for a subsequent vote to reject the proposed rule, after council co-chair Rep. Jeff Wardlaw, R-Hermitage, said the proposed rule stands without objection.
The state senators on the council voted 18-8 against Dotson’s motion and the state representatives on the council voted 14-11 against Dotson’s motion.

The Legislative Council’s approval of the proposed rule Friday came a day after the council’s Administrative Rules Subcommittee approved a motion by Sen.
