People have until Dec. 31 to enroll in Covered California if they want coverage that starts New Year’s Day.

Open enrollment continues until Jan. 31, but people who wait until after Dec. 31 will not receive coverage until February.

What is Covered California?

Covered California is the insurance marketplace created by the Affordable Care Act and signed into law nearly 15 years ago. It is designed to provide insurance to people who can’t get affordable coverage through work and aren’t eligible for government insurance in Medicare and Medi-Cal.

In a region encompassing Ventura, Santa Barbara and San Luis Obispo counties, nearly 80,000 people are covered by the program this year. Leaders of Covered California said demand has risen statewide with a record 1.8 million Californians enrolling or renewing coverage as of mid-December.

How much will Covered California cost in 2025?

Data released in July showed 2025 premiums across the state were set to rise an average of 7.9%, slightly lower in the three-county region that includes Ventura County. The jump comes from factors such as increased use of health care services, rising cost of care and health labor shortages, Covered California officials said.

Program leaders said the marketplace is offering more financial help. In addition to existing federal subsidies, Covered California is enhancing a program aimed at lowering out-of-pocket costs when people seek medical care, including eliminating deductibles in some plans.

People can get a rough estimate of monthly premiums and see how much help they would receive by using the marketplace’s shop and compare tool. The Kaiser Family Foundation also offers an online calculator of costs.

People who are in a Covered California plan and don’t take any action will be automatically renewed. People are required to report status changes like income, household size and home address.

California law also requires people carry health insurance, though exemptions are available. Minimum fines for being uninsured an entire year are $900 per adult and $450 for each child.

People with questions can call Covered California at 1-800-300-1506, use online chat tools or seek help from a free network of local insurance agents and enrollers.

To apply, people need information including their Social Security number, federal tax information, employer and income data and, for noncitizens, immigration documents. People can apply online, by phone or in person.
